Ministers of the House of Congress were the appointed leaders of the national Congress in the Union of Royal American States. All of the Ministers were elected members of the House of Congress like the others, although they were appointed by the King to fill this high position. They were appointed because of their dedication to the country, and of their high experience or popularity. At all times there were six Ministers, in hopes that at least two would always be present at Congress. Traditionally, one Minister would hold the gavel, while another would deliver the King's Daily Address; a ghost-written document revealing what the monarch wanted accomplished that day. This fell out of fashion during the 1820s when the Prime Minister began to assert more control over national policy, and the King's Daily Address has been mainly ceremonial since then. The Ministers also acted as unofficial diplomats between the Congress, the Prime Minister and Viceroy, and the monarch.

The Ministers also handled legal cases that dealt with the Constitution, voting on whether or not an action or law was constitutional. If it ended in a tie, the Viceroy would cast the deciding vote. Before making decisions however, they would consult with the Prime Minister and monarch. Ministers could only leave that position upon death, resignation from the position, leaving Congress, or being removed from the position by a two-thirds vote of Congress based on proof of crimes or corruption. The first six ministers were appointed in 1806 by King Andrew I, although the first Congress wasn't elected until 1808.
